Now, set Video Decoder -> Hardware and play another video, then you exactly know, that your card does no support VDPAU.
First decide what functions / features you expect from a system. Then decide for the hardware. Don't waste your money on crap.

I ran both of these:

vdpauinfo | pastebinit

DISPLAY=:0 vdpauinfo | pastebinit

and they both said "Error creating VDPAU: device 1"

So I assume that I am not able to use hardware acceleration. With the processor that I have, do you think I'll still be able to play 1080p movies or is it like some will work and some won't?

The movie I tried running now seemed to work but the bitrate isn't very high.

No need to "think" anything. Just try it. Don't forget to set the settings back to Decoding Method: Software.
First decide what functions / features you expect from a system. Then decide for the hardware. Don't waste your money on crap.
