Win 24fps playback problem Helix RC1

Helix RC1 and previous versions can not play 24fps (not 23.976!!!) movies correctly. The videos start with P(fr:24.000 and W(fps:24.00. After some second or a minute the W(fps changes from 24.00 to 23.98 and the Kodi skips 1-2 frames in every minutes and it can be perceived on the screen.
(AMD A10-6800K; AMD A8-7600; Windows 8.1 pro x64; AMD Catalyst 14.9)

- use true fullscreen (not windowed mode)
- adjust refresh rate to match video - always
- render method (DXVA-HD)
- allow hw acceleration (DXVA2)

There are no problem with all of 23.976, 25.00, 29.97 fps. There is not any skip/drop during playback (except I seek in video...).
But the European BDs are made at 24.00fps mostly and Kodi always changes the frame rate to 23.98 so it skips frames in every minutes.
I tried to override fps in advancedsettings.xml but it has no effect.

If I set Windows desktop to 24Hz (not 23!!!) and disable xbmc's adjust refreshrate to match video, the Kodi also will change the frame rate to 23.98....

Anybody has same experience? Is it a reported/known issue?

this is a measured value. if you have disabled "adjust refresh rate..." and you measure 23.98. the issue in not in our code. this means that the 24hz you set on windows desktop are NOT 24hz.

How should I set the Kodi to play 24fps movie without frame skipping? (The desktop usually is on 60Hz....)

Yes, I have the same problem with my AMD Kabini APU (Athlon 5150) and 24.00 Hz videos. Typically European edition blu-ray.
Start with Pfr: 24.000 and Wfps: 24.00, after 1-2 minutes the Wfps changes from 24.00 to 23.98 and the Kodi skips 1 frames about every 40-50 seconds.

Render method: auto
Decoding: Hardware+DXVA2 (Software decoding, same results)
True fullscreen
Adjust refresh r.: always

Ask this question to amd. Looks like the driver is too stupid to set refresh rate to 24hz

MPC-HC with auto refresh rate change works fine. Desktop 60Hz, no problem with 23.976, 24.00, 25.00 and 29.9 fps. There is not any drop during playback.

I tested with Sintel.iso which is 24Hz on Intel and Nvidia. fps counter is nailed at 24.00, no skips, no drops.

I also tested on Intel (i5-4670) and same as on AMD, skips one frame in every minutes.

I have tested couple of 24hz blurays remux in my intel nuc i5 haswell, same behaviour.
(almost bollywood Blurays use 24 instead of 23.976)

Yes, I tested MPCHC and no skip/drop on 24fps (AMD A8-7600, Catalyst 14.9).

I tried RC2. After 1-2 minutes playbacking changes to 23.98...

Same problem here. Movie is 24hz, but driver and kodi shows 23,98. I see a black bar during playback every few minutes. I use AMD graphic card and I had already the problem with Gotham.

It's strange. It seems that I don't have this problem with my nvidia graphic card.

RC3 has been tested with new Catalyst Omega v14.12 driver. Same as in previous versions. (A8-7600)

I tried RC3+Omega 14.12

Kodi: 24.00 >>> 23.98
Kodi with external player (MPC-HC): 24.00 >>> perfect 24.00
