Can't see why this wouldn't be possible without too much coding. Since you can already do Top 100 in library mode, the playcount has to be stored somewhere.

yes it is, it is already referenced in smart playlists as well

No, Song playcount is not stored in the tag structure, so is not available to the GUI as far as viewing or sorting is concerned - it is only available in the db at this point (and thus to smartplaylists in terms of sort order and filtering).
