anyone know if Intel M5-6y57 a 6th gen broadwell CPU with Intel HD 515 can do HEVC 10bit hardware decoding?

No, it does not. On SKL, the Windows driver uses a sort of "hybrid" decoding where it's more like a GPU assist than GPU decoding, but it's nothing like the actual GPU decoding done by KBL/APL. Because there's still a significant load on the CPU, it's quite possible that a core I5 would be able to better handle HEVC-10 than the M5, especially at higher resolutions (ie, above 1080p). Just because the driver says it's supported doesn't mean the actual hardware is capable.
