Kodi do not support CMS (color Management System).
I'd like to use an alternative viewer to display my photos.

I'd like to have an option on Pictures System Setup where i can set a program to run when i select a photo and press OK.

I'd like to use Kodi interface to select an image and, when i press OK, the command 

ACDSeeUltimate2018 "c:\Pictures\MySelectedPicture.jpg"

will be executed.

This is not correct. Kodi supports CMS on Linux and Windows for video: https://forum.kodi.tv/showthread.php?tid=202691
This can be easily ported to pictures. That would be a much better solution than integrating some 3rd party picture viewer.

Yes, CMS for Pictures will be fantastic!!!! Now all 4k TV are wide gamut and i'd like to slideshow adobeRGB jpgs on the TV.
