Your tv most likely doesn't support auto frame-rate switching, it's a problem on most Philips tv's.
The Mediatek chipset inside Philips tv's also has problems with SD resolution videos as reported multiple times.
Buy and play back the videos with an external Android media player like a Xiaomi Mi tv box or FireTV 4K stick instead and enable all the resolutions in the Whitelist in Kodi's Display Settings and enable 'On start/stop for changing the frame-rate in Kodi's Video settings, enable Expert Mode in the bottom left corner first.

You could also try Kodi Leila 18.6 nightly or master

You can also try to use an app like Nova Video player that has several hacks for Philips's tv's, maybe it plays back the videos smoother.

Your problem:

First decide what functions / features you expect from a system. Then decide for the hardware. Don't waste your money on crap.

Thank you for quick help!

Here is what I found out:

Could be a solution. I tried my Firestick 1st generation. The movie is smoother, but I had problems with buffering and wifi connection.

It will take some extra work for editing videos this way, but the solution WORKS! I found MPEG4 Modifier which does the work as same as ffmpeg.

I'll rather use my TV android and do some extra work instead of using additional TV box.

Thank you both again for help!
