Shield requiring being online?

For some reason kodi on my 2019 shield pro requires i be online to fully load up. What could be causing this? I am using the amber skin and have almost no add-ons added. It should load being offline but wont.

Provide a Debug Log which captures you "loading up" offline. We should be able to see what the bottleneck is.
