I have Kodi on my Pi 4 set in 1080p. So all my videos on my usb drive in set in 720p.
So since Kodi is set at 1080p, does it covert 720p video files to play in 1080p

ok, got that.

Another thing, I was going to get a new skin for Kodi.
I went over to the setting where u can choose a skin. Normally, when the skins window pops up, it would have a button that let you get more skins. But, when i went over to choose another skin, the "Get More" button would show up.

First off, i have all of my videos, Movies and TV shows all set in 720p on a portable hard drive.
I have the resolution on Kodi set at 1080p. I have Kodi connected to my 43" TV. Would my videos from my USB drive look better in in 1080p since Kodi is set at 1080pHuh
                    So short question, Since Kodi is set at 1080p and videos on usb drive saved in 720p, will that covert 720p to 1080p

Yes, by default kodi will rescale 720p videos to the 1080p display mode.
