Win 7 is pretty much unsupported so good move.  I know python 3.9+ won't install on Window 7.

So I think that Kodi should not be supporting Windows  7 because these issues are guaranteed to arise...Just my suggestion...
Using Kodi since 2020...

Windows 8.1 and Windows 7 may function, depending on hardware and configuration, but support from both MS and Kodi is going to be limited.
