Install powernowd with apt-get. After that you will have instantly scaled down frequenzy, because the default power policy in powernowd is ondemand.
You can check the actual freq with cat /proc/cpu...
It works very well with E7200 Intel CPU.

id say add this as a feature request on trac. This should be enabled by default IMO.

Did you overclock? It won't work if you overclock in bios. Known issue (search google and you will see lots of people complaining).

Speedstep surely was not ebnabled in his BIOS. I got it working perfectly for Intel E7300.
