we usually grant skins their own subforum once they are submitted to the kodi addon repo.
i'll move this thread to the skin-dev area for now, so you'll get some more exposure.

Register in the kodinerds/xbmcnerds forum and you will be able to download the repo.
The registering is in German but I used the google translation.

I downloaded the repo, installed and still nothing, what am I missing?

I had the same issue.
So I forced refresh and after this went to the xbmcnerds repo and there wasn't any skin.
So I went to the "all addons/skins" and finally there were the Horizon V in the list with the rest of Helix compatible skins...All the non compatible skins weren't (first time I saw this). So I recommend to force refresh also in the official repo.
